I have a 95 chrysler cirrus and every once in awhile the steering wheel becomes hard to turn.  It seems to happen on really hot days and it doesn't matter how fast or slow I am going.

Hi Barb,
There are about 10 reasons for what you experience:
low power steering fluid level
tires not inflated to proper pressure
lack of lubrication in front suspension control arm ball joints
worn or binding upper or lower ball joint
lack of lubrication in front suspension tie rod ends
loose power steering pump drive belt
faulty power steering pump flow control
excessive friction in steering column or intermediate shaft
steering column coupler binding
excessive friction in steering gear

You could check the fluid level in the pump proper, there is a dipstick that has calibaration marks on it
You could check the front tire pressures
You could check if the belt is loose or glazed on its internal driving surface. Do you hear it squeek simultaneously with the difficult turning behavior? If so, that would confirm a loose belt situation.

The other items require routine lubrication service or inspection/testing by a shop.
