i am wondering how do i get to the emergency break cable so it can be hooked up

The general principle of the cable is that there is an outer cable housing mounted under the car that runs from the operating pedal lever under the dash, then under the driver's seat area to a point near the midline of the car. The cable is attached to the lever and runs thru the housing and attaches to a yoke at the midline where it meets a u-shaped cable that runs between the two rear wheel
brake mechanisms. That u-cable when pulled by the yoke moves the brake shoes inside the drum brakes to tighten them mechanically against the drums, thus 'setting" the brake.
So you begin by looking under the car to find the yoke, and if it is just a matter of the cables having strectched then all you have to do is tighten the combo (nut/lock nut) that goes to the yoke that is on end of the cable that comes from the lever. Probably all the cables have stretched so that there is enough slack as to prevent the shoes from actually being tightened sufficiently to "set the brake".
It may be that a cable has broken but that is usually not the case.
So I would jack up one rear wheel, put a jack stand under the chassis in case the jack should fail, then look for what I have described. If all the cables are intact, then all you have to do is loosen the combo nuts from each other, then tighten the nut closer to the yoke so as to take the slack out of the cables, and retighten the two nuts so that they are locked together.
