Answer
Hi Doug,
If I understand you correctly you were getting a MAP of 2.3V with engine not running, that is the pressure it was "seeing" was just that of the local atmosphere where you live. I believe that is way too low a voltage unless you are living in the Alps Mountains! It should read about 4.7V or so at sea level.
When you start the engine it should drop:  9 vac = 3.1V
                                         15 vac = 2.1V
                                         18     = 1.6V
                                         21     = 1.1V
But I think your MAP is preventing the starting because of that 2.3V is so low for 'ambient' reading that the controller is thinking you are way up in the mountains and so is setting a very very lean mixture. That happened to me too when my MAP prevented the car from starting, without setting a code 13 or 14. It was responding to pressure changes but was way out of calibration. So unless I misread you, that is my best guess. It is probably not getting the pressure wrong once the engine starts, but it is too lean to get it to start.
Let me know if I misunderstood you, and how this gets re solved for you.
