Answer
Hello Miller,
Unfortunately I don't have a manual for the 1.8L engine, but I have the '96 manual for the cirrus/stratus that does use the 2.0L SOHC. It may very well be that the timing belt procedures are identical as I read that the 1.8,2.0 and 2.4 engines were similarly designed. On the 2.0 there is an inspection plug on the front timing cover which if you remove  the plug it shows there to be a marker on the inside of the rear timing cover for alignment with the
TDC of the camshaft, and the camshaft sprocket has a slot on its circumeference that you align with that diamond mark on the rear cover.
Then there is a similar diamond mark on the oil pump cover that is to be aligned with the diamond mark on the crankshaft sprocket. In the instructions, though, there is a rather detailed explanation of how to set these sprockets before you put on the timing belt because things will move around when you put on the tensioner. It is a 20 step procedure! So let me know if yours looks to be identical to the '96 2.0 SOHC engine, and if it is, I will be pleased to xerox copy and snail mail it to you this afternoon (go out in tomorrow morning mail from California where I live.)
