I have a 2003 dodge neon se.  I have an issue where my running lights and inside panel illumination lights are not working. Any suggestions would be appreciated.

I deny having any expertise with post-'95 Chrysler vehicles, but what you describe may be related to a blown fuse. There is possibly a power distribution center in a plastic box on the driver's side, under the hood, where some large current capacity fuses are located. Then there is also likely to be a fuse panel in the cabin, under the dash where some smaller fuses are located. You could check those both out, and particularly if you have the owners manual you could identify what purpose each fuse has. Then focus on those related to the running lights and panel lights.
If you find a blown fuse that may not be the end of the analysis because there may be a valid reason that the fuse blew and that will need to be corrected. If you find a blown fuse let me know what purpose it serves, and if you have an ohmmeter I could tell you how to analyze why it blew.

I did check the fuses earlier and none of the fuses were blown so now I am stumped

Hi Nicholas,
I am taking a guess here, but my next step would be to investigate the headlamp switch, because that usually has control of both the running lamps and panel lamps. Did you find a power distribution center under the hood? and did you find any relays there that might be related to the headlights? If the headlights are controlled by relays, then in all likelihood the headlamp switch is not handling the main current for the lamps but rather just switching on and off the relays for the lamps. This also means that the most critical wire for the headlamp switch would be one that was attached to the body (a ground point) perhaps with a black/orange wire. This is based on Chyrsler engineering for the mid 90's, which is about where I stop my expertise.
So, take a look at how the headlamp switch is mounted and see if you can get access to it to check the connections to it and to look for a ground wire so that you can verify that it is connected to the body firmly.
Tell me more about where you located the fuses, and did you find one related to headlamps, and another one related to panel lamps?
