front suspension is down to the ground. where can i get parts and info to repair?

Go to your local chapter of either The Packard Club or Packard Club International. Both can get you directed toward technical information and suppliers. If you're lucky, you may be able to get in contact with a technical expert on this suspension as your issue is a common one!
