Classic/Antique Car Repair: engine problem, miles kilometers, grave problems

QUESTION: Greetings

I drive a fiat 131s, straight-4 SOHC carburetted engine car. The engine is giving grave problems.
To start with, if I drive my car until the engine has reached its optimum operating temperature, and then park the car at a parking lot, and try to start the engine, it wont start until the engine cools of a little. The starter motor movement will be very sluggish if i try starting it before the engine cools. What causes this?
That's not all. There's cylinder oil leaking from almost every part of the engine. I've had the radiator flushed and cleaned quite a number of times, but it only stays clean for sometime, and then the water and coolant in it becomes very oily again. There's cylinder oil leaking by the side of my engine too, and wherever I park my car, there will always be black oil on the ground, directly under the engine.
The engine overheats within 30 min. The water in the tank does not dry up and there's no water leakage, but when I open my engine cylinder cap, there's always some white, creamy, and sometimes milky substance deposited by the side of the cap and cylinder head.
My mechanic recommended an engine overhaul.
My question sir, is what is going wrong with the engine and what do you recommend to save it? Would it be better to fit in a different engine or to overhaul?

Thanks

ANSWER: Ok, I have a couple of questions before I answer. 1. How many miles/kilometers of the engine? 2. What model year is the car? 3. has the car been mainly used in city traffic or highway driving?
Let me know.

QUESTION: The car is a 1977 model( my dad's one), I'm not sure what the mileage is becasue the speedometer no longer works, but its definetly more than 100,000km. The car can't be used for highway driving because of the engine condition, it can only be used for city traffic driving. Inspite of this, it gets overheated in 30mins.

Answer
Judging from the photo's of the engine it does not look as though the engine is in very bad condition and could be rebuilt very easily. But that will depend on the condition of the crankshaft. The concern is the overheating. I would guess that at 23 years old that the radiator is probably well beyond the stage that flushing does anything but waste water. In the engine rebuild make sure that the water pump, thermostat, radiator, and all radiator and heater hoses are replaced. Good luck.
