QUESTION: I live in North Carolina and want to register in N.C. before spending much more time on it to restore it. I have bought body parts and removed quarter panels because the previos owner said that HE would get a title for me. It's been over 4 months. He won't return my calls, etc.

Answer
Each state has provisions for cases like yours I would call the department of motor vehicles for your state and inquire. On the returning phone calls I would be inclined to have a lawyer write a scary letter to the person. It might help. But I would not put a dime into the car until you get ownership straightened out.
