Answer
There are so many people offering their services to get a title for you in this situation that I could not list them all. If you do a Google search on "Car Titles", you'll get many, many hits.

I have not dealt with any of the people that advertise, but I have gone to a retired DMV clerk in my town, who knows how to do this.  She has gotten titles for me by inspecting the car (she is also a licensed VIN verifier) and then filing the right forms with the state agency.   The car has to be taken to the Highway Patrol office for a safety inspection - but these are the rules for California.  Maryland will probably have a similar setup - but you'll have to dig out the info for yourself.    I am not familiar with the "MVA" that you mention, but if that is the name for your motor vehicle department, I think you got someone who was not up on the rules.  There are many cars that old which have lost titles, the problem is not at all unusual.

The people who advertise they will do all this for you charge hundreds of dollars, but you don't need to pay that much if you find the right person to do it for you in your town.  Look for Vehicle Verification services in your local phone book, or do a Google search for them in your town.

Take a look at this site, for example:

I hope this is helpful.
