Classic/Antique Car Repair: 1957 wont start, using a voltmeter, test light

Question
I have a 1957 mercury montery. It will not turn over, but yet the battery is charged according to my battery charger and the sound of my fuel pump. Why won't it turn over even with a good charge?

Answer
Joe, make sure that the engine is not stuck. A breaker bar and socket on the front pulley will check this. Next make sure that voltage is getting to the starter terminal when the key is turned to the start position. Check this by attaching a test light or voltmeter to the stud on the starter. Then have someone turn the key. If using a voltmeter there should be at least 9.5 volts or more present. If not there is probably a bad cable, solenoid, or a defect in the battery. If there is 9.5 volts or more the starter needs to come out and be serviced. A test light will light if there is electricity there but will not measure voltage. If the light lights, most often then the problem is the starter. Good luck.
