Answer
The steering wheel tilt and telescope mechanism contains very powerful springs that have to be compressed with a special tool to take it apart - this is not something you can do yourself without the special tools.  If you can put it back together temporarily so that you can safely drive the car, take it to an automotive locksmith and let them diagnose and repair the problem.  If you cannot get it back together, you'll have to have it towed to the shop, or get them to make a house call.

You can always start the engine by hot-wiring the car - you don't need to fix the ignition switch interlock to get the engine running, but if you can't shift the gearshift or turn the steering wheel, you can't drive it anyway!
