QUESTION: I have a 1974 Chevy Nova where until recently, all of the electrical is not working.  Everytime I hit the horn, the lights, turn signal etc, the seatbelt buzzer will turn on instead.  

Back in 74 GM required everyone in the front seat to wear seatbelts or else the car will not start or if the seatbelts are unhooked while driving, the buzzer would keep on ringing until they are fastened again.

Any help would be great because now I cannot drive the car because my brake lights are not working.

HI well the best thing I would say to do is have a OBDII meter put on it to see what codes pop up on you this will tell you what is wrong. you can even get your own for apx. 75.00  from  j.c. whitney.com or even a better one on sale and you can use ot on most all the new cars and also take the lights out when the come on so you can make your 75-00 back quick.  it is a great tool to have now a days.

QUESTION: My car is a 1974 Nova there is no onboard computer on this vehicle, how is an OBDII going to pull the codes off of this car?

Sorry thought you ment 94. I would look into the horn and in the ing. switch. if it is going on when you hit the horn I would say take the wheel off as you might find some part grounding out or hitting a wire,etc.there is something wrong in there some place.
