This is for a 74 plymouth Scamp .Where might rain water be leaking in from
to soak the driver and passenger fromt floor?And one more while I"m
here,What is the way to reassemble the trunk rod set up(the mechanism that
holds the trunk open?Thanks.

Water leaks are VERY hard to track down.  Typical places are the air plenum (the area in front of the windshield where the air is taken in for the heating/AC system).  These often rust out due to accumulation of leaves and mud.  The other common problem is leaks around the windshield gasket.  The way to track these down is to pick a dry day, and put someone in the car to watch, while you take a garden hose and pour water into the air intake, and if that doesn't come through to the passenger compartment, try pouring water around the windshield edges.

Another possibility, if some of the inner fender splash shields have been removed, is that splash from the front wheels is hitting the firewall - and water is finding it's way through the various holes between the engine and the passenger compartment.  This sort of leak only occurs when the car is driven through puddles - not when it is just parked.

The torsion bars that assist the trunk lid to lift need to be installed by a skilled body man with experience and tools to wind up the bars the right amount - this really isn't something you want to try to do yourself.
