Answer
Hi Gary,
You didn't say what state you are in and titling laws are different in each state. I don't have a clear cut answer for you but have talked to people at car shows that have faced the same thing. Several have had to travel to neighboring states to title their kit car in that state Then when they got the title for that state, they were able to transfer the title to their own state. Blank data plates are available from most of the restoration parts suppliers like Moss Motors etc.
Some states require the title to be the same as the year of the engine for emission reasons. You need to either try to call the "Tag Agency" of each neighboring state to find out the title restrictions of a home made car. Another option is to have an attorney check on the laws for you so you stay within the law. I believe most states will allow you to title a home built car in the year of the engine as emissions are their main concern.
Another option is a Title company, advertises such as you are doing. "Broadway Title Co." 1-800-464-3222. They will send you a packet which you fill out and return to them along with $149.
Here in TN we can title a home built as a 2006 and then get an "Exemption" for emissions as per what engine is in the car.
I hope this sheds some more light on the subject for you.
