QUESTION: will a bad actuator motor keep passenger  sliding door on 2001 Caravan Sport from opening

Assuming that the door will open and close manually using both the inside and outside handles, then the possible causes of no power opening or closing it are:
failure of sliding door module or body control module
failure of latch assembly
failure of motor assembly
failure of full open switch assembly
failure of flex drive assembly
failure of lower drive unit assembly
binding or sticking of components
wiring problem
Check fuses 19, 20, 31.
Try disconnecting then reconnecting the battery to begin. See if that helps.
Then do a fault code readout using a plug-in code reader that is capable of reading out the body control module via the socket under the dash on the left side. You could try the ignition key: "on-off-on-off-on and leave on" doing that in 5 seconds or less elapsed time. Then watch the odometer window to see if the mileage reading is replaced by a 4-digit number preceded by a P. Let me know, though usually body problems are not detected using this 'on-board' readout procedure. A shop will usually do a plug-in readout for around $40.
Once we get a clue about what is the cause, I can give you the details for the specific problem.

QUESTION: I cannot manually open door from inside or outside

Answer
Because neither inside or outside door will release the latch, there is something wrong with the latch assembly or the cable connections to that assembly, or foreign matter in the assembly. It could also be foreign matter in the door operation itself causing a binding of its movement. I have the '04 manual on a CD and can copy the pages from that and attach them to an email which I would send to you. I need to have your email address but when you tell me it don't use the @ symbol, instead use "at" or it will be automatically erased.
