Dodge Repair: 02 Dodge Stratus: Wiper problem, windshield wipers, dodge stratus

I am helping a friend to fix the windshield wipers on a 2002 Dodge Stratus. Just an DIY type of guy. The wipers are not working. I swapped out the fuse relays, no change. I checked to make sure power is going through the black wire on the wire harness attached to the wiper motor with a volt meter and got a positive reading. I added direct power to the wiper motor straight from the battery, it turns OK. When I turn on the wipers via the switch on the stick attached to the steering column, I hear the relays click, but the wipers do not move. What else could be wrong. What am I missing

Hi James,
First did you check fuse 18 in the power box (40 amp), and do both relays click when you ask for action? Take a look at the part number on the relays as they may not be identical, and one of them could be defective as well so switching may not be a good test; any other relays with the same part number in the box that you might try trading out?. See if you get 12v on front/outboard pin in the socket of the the high/low relay when you request action (after removing the relay from the socket). If you do, then the on/off relay is working properly so either the high/low relay is not closing or it has burned points. It needs fuse 15 in the cabin to power switcing action.
If you don't get power to the pin in the high/low relay socket, then the points in the on-off relay are burned, or fuse 18 is 'out'. The black wire at the wiper motor should be found as grounded, and the middle pin of the three in-board pins of the on/off relay socket should be grounded. Let me know what you learn.
