QUESTION: It is a 1996 dodge ram and the computer was new and already programmed

ANSWER: Recheck the wiring with a 12v test light. If you have been using a DVOM you may be getting false readings. If you still have power to both wires at the coil with the connector unplugged would indicate that there is a short to power on the driver circuit from the computer. Unplug the computer wiring and check again there should be no power to either wire. Next, install a jumper wire between the ASD relay terminal 30 and 85, you should now only has power on one wire.

Answer
I'm not going to waste anymore time trying to lead you through a very long and complex No Start diagnostic procedure. You obviously are in over your head. Call a tow truck to take it a shop that can fix it. You have already wasted a good amount of time and money guessing at the problem.
