Dodge Repair: Starter disabled, fuse panel, straight answer

I hope you can help me, so far everyone that I've talked to can't seem to give me a straight answer.  My wife and I just paid off her 04' stratus, she was a "high risk" buyer and the dealership put a starter disabler on her car.  well a long story short, the dealership has closed now, the finance compainy isn't sure who installed the "disabler" and now we have a car that is D.O.A.  I've looked under the hood, near the fuse panel inside, in the trunk, and I can't seem to find a "disabler" anywhere.  If you have any Ideas for me It would really help.  One day it ran fine over night it just shut off.  I've checked the batt and it's fine the car only has 48,630 miles on it.

look under the dash  see if there is a box or something under there  that looks like it has been added on to stuff.  as far has disabling it  no one  unless u know who made it can give u a straight answer  people wire things in different ways and so on  I only have access to factory wire harness and things that are factory installed  after market things I wont be able to do anything unless I was to see it first hand.
