Dodge Repair: 2001 Dodge Stratus R/T key programming., gm cars, independent shop

QUESTION: I purchased a wrecked 01 Stratus R/T with 3.0 V6....no key. Dealer cut a new key, but said that in order for the car to run, car would need to go to the dealer to get key programmed.

 Is this something that an I personally can do, or even an independent shop can perform, or am I stuck with having a dealer do it?  What exactly does the dealer do to program the key to the car?

I know on GM cars, it can be done without a dealer or special equipment...even though they tell you otherwise!  Thanks

ANSWER: a gray key>???  only dealer can do it   if u had 2 working keys U can program one  but only 1  dealer only.

QUESTION: Yes, it is a grey key.  What does the dealer actually have to do to program it?  What special equipment is needed that an independent shop wouldn't have access to?  THANKS!

the dealer gets your vin number  then logs into Chrysler's site and gets a 4 number pin only to that car.  The takes the key with the dealer scanner only  puts the SKIM into programing mode and programs the key. No other shop can so this. The SKIM system is proprietary to Chrysler only.
