Dodge Repair: 1999 dodge ram diesel 4x4 pickup, fog light bulbs, daytime running light

Greetings, the fog lights and daytime running lights do not work. we replaced the fog light bulbs because the test light indicated there was power to them. But they still don't work? I think the two are related .The fuses and wiring all look good.Where is the daytime running light module located? Is it possible someone disabled the daytime running lights and this made the fog lights stop getting power also? Please point us in the right direction on what to check, Thanks a Million.

why would some one disable the day time running lights? Is three something that I am missing? Plus the day time running lights are not connected with the fog lights. Did some one work on your truck already  I think its kinda strange that U say  u think some one disables your day time running lights.
