Dodge Repair: Start up, drbiii, dodge neon


Question
I have a 2003 dodge neon with 37k and the problem am having is once in awhile when I start the car up it starts fine but with in a second or two the RPM drops very low but does not let the car stop. It sputters for a few second then the RPM go up again to normal and this might repeat itself once or twice but as soon the engine gets hot it work fine. It took it to a mechanic and he said it was water in the tank so I got some fuel cleaner and then some fuel system cleaner but it still does it once in awhile.

I see a computer update for such an item dealer will need to perform this.

SYMPTOM/CONDITION:
All Vehicles
The vehicle operator may experience idle fluctuation.
PL Vehicles with a 2.0L Engine (sales codes ECH) or a 2.0L engine and manual
transmission (sales code ECB and DD5 or DDR)
The vehicle operator may experience one or more of the following:
· Hard start at temperatures between 9° C (48.2° F) and 65° C (149° F).
· RPM bump while driving when the A/C is turned on.
· RPM sag on throttle tip-in or tip-out.
DIAGNOSIS:
Using a Scan Tool (DRBIII®) with the appropriate diagnostic procedures on
TechCONNECT, verify all engine systems are functioning as designed. If DTCs are
present, record them on the repair order and repair as necessary before proceeding further
with this bulletin.
