Dodge Repair: fuel pump, reputable repair shop, dodge neon

Question -
I had a new fuel pump put on a 1995 dodge neon, the care is still cutting off after it's cranked and now only getting about 10 miles per gallon. Before this repair the car got about 23 miles per gallon.  The repair shop claims now it can get gas before it couldn't.  I don't by that explanation and according to the manufacturer it should get 20 to 23 miles per gallon.  Did this repair shop treat me right?

That's a hard onr to answer without knowing a little about the history on the car.  
Was it running at all when you carried it in for repairs?  Did you carry it to a reputable repair shop?  Did they check the output on the old fuel pump?

I purchased the car from the dealer used in 2001, had about 25,000 miles very clean, but it has since had every repair in the world, air conditioner replace, water pump, something to do with the engine head needed replace about $1200 job, lights have given us problems, power steering, fuel leak and a lot more, 99% of those were done by a very  reputable mechanic here in winter haven, who has stood by his work. My son who is a college students has really put this car to the test, he has a busy schedule. The car was actualy cranking and cutting off about a month and it got to the point that we had to have it towed one Saturday night. On the next business day AAA was called and they sent out Acar towing, the representative lead me to believe that his repair shop was AAA approved for repair (I have sense learned that they are only AAA approved for towing). Feeling like I could save a few bucks because I'm a member, I let these people repair the car. Mistake from the start, first there was a problem with the price of the part, they told me a new part was $354, I called the dealer who quoted $232. Acar said this was a rebuilt part, call to the dealer and manager to ensure that I didn't get the wrong information - they were sure that the new part was $232 and they knew what repair shop was calling for the part and asured me that they were not in conspiracy with them. Acar refused to acknowledge that this was the price of a new part but said they would give me what I wanted. I wrote the BBB and when I called Acar Friday to tell them that I would be bringing the car back because it's still having problems, the mechanic was upset and told me to call the BBB because they had gotten a letter from them. Maybe I should not take it back to them, but they charged me $654 - they started out trying to charge $820

Does the car have EFI or is there a fuel rail.  If there is a fuel rail you can bleed the air out of the lines.  There are so many things that can cause this.  However if the shop just arbitraily replaced the fuel pump without checking for the amount of fuel output then they are responsible for the cost of the fuel pump.  
Iwould say you need to have your timming belt checked for streaching.
