Dodge Repair: Dodge Neon, hc emissions, oxygen sensor

Question
Great, thanks!  Also, would my Speed Sensor have anything to do with me not passing?  Someone told me that if my Speed Sensor is broken then my car doesn't know how fast I am going, and that my car in turn doesn't know how much fuel/oxygen to use, and so in turn it burns incorrectly and THAT would cause me to fail as well.  True story?  Should I just fix both and get it over with, sense my Speed Sensor is broken anyway?  Thanks for the speedy response by the way!

I've owned my '95 Neon for 2 years, bought it from a cheap-o lot.  It has almost 88K on it.  I'm having constant trouble with it.  Right now I need it to pass emissions in Colorado, and I'm failing because of CO and HC emissions.  I've heard a bunch of different answers as to what to do to fix it.  When I bought it, the "Service Engine Soon" light was on, and I took it to two places (AutoZone was one) and they both told me that it was an EGR Valve, and that it was no worry, and that I would just need to eventually replace it.  Recently, someone told me that it is important to replace if I want to pass emissions.  Someone else told me my Oxygen Sensor is the main culprit for failing emissions tests.  AutoZone hooked it up and told me that it was my EGR Valve and my Speed Sensor.  I KNOW the Speed Sensor is a problem because I'll be driving, and it randomly starts sputtering, the speedometer stops working, just jumps up and down, and my odometer stops ticking.  It's a random problem.  Not sure when it'll happen, but consistenly inconsistent.  What would it take to pass emissions?  Also, lost my driver's manual, so where could I find a diagram of the parts under the hood so that I can have a friend help me fix it at home.  Thanks!

Hi,
If your EGR valve isn't working your car will deffinantly not pass an emmissions test.  The EGR valve takes unburned gas from the exhost and recirculates it through the intake.  You can go to Auto Zone and get a repair manual that will tell you where to find all of the parts for repairs that you can make as a home mechanic.

Answer
Hi, your speed sensor has nothing to do with your fuel air mixture it just tells the speed odometer how fast you are going and tells your computer when to have your transmission shift.  It would however be a good thing to do, as this can cause problems with the tranny later.
