Dodge Repair: horn, advance auto parts, free loaner

hello jay!
the horn on my 95 dodge neon is not working.
I would like to avoid going to the mechanic if I can. Is this a tough task to tackle for a 50/50 handy guy.

No, you should be able to handle this problem.  If you have a multi meter.  If you don't you can purchase one at a discount auto parts store for around $15.  
First thing is check the fuse.  If the fuse is good then take the wire loose at the horn itself.  have someone blow the horn, if you get a voltage reading the problem is the horn itself.  If not trace the wire and look for any breaks in it.  No brakes, you will have to pull the stearing wheel (Auto Zone and Advance Auto Parts has a free loaner tool policy}.  You will then need to check for any obvious visual problems.  It gets a little more complicated from there.  If these solutions don't work wright me back and I will see if I can help you further with the problem.
