Dodge Repair: Back right wheel, rear brakes, mechanic

Question
I have been having this problem with my back, right wheel locking up. If I do not move my car for a number of days this happens. At first it would unlock right away after moving my car back and forth a few times. But after a while that stopped working and I ended up driving my car a good 100 feet and still it wouldn't unlock. I had the car towed and brought to a mechanic. They told me that is was dirty and just needed to be cleaned. Which by the way cost me $75 for them to clean it. It has been only a few months now and it is happening again. I drove me car from one packing spot to another and it still didn't unlock. I am a poor college student far from home and I don't have the money to keep having my car towed and paying for someone to clean my wheel parts! I heard from someone else that this is a common problem with Neon. What should I do?
