Dodge Repair: no spark, chain tensioners, timeing

I recently purchased a 1999 intrepid with a bad engine. (knowingly)   A friend referred a mechanic who is primarily a deisel mechanic. He s rebuilt the engine and replaced it into the vehichle. Valves, timing chain, tensioners and guides primary and secondary, rings, and the  bad bearings, and the belts. I dont know much about this engine having only tinkered with inline 4 s in the past. Anyways he s now had the car 48 days and for like a week now he s stuck. He claims there is no spark. I was told by somebody else to check the timing. When I told the mechanic he gave me the look like come on man. He claims it to be an electrical problem. Is it possible the timing is wrong, therefore no spark?

it is very posbiale the timeing is wroang.

And rember on this car the compuiter controlls your spark .
i would tell him to check the timeing and also check the compuiter to see if is is working .
