Dodge Repair: 2 questions wiring and fuel filter, chrysler neon, neon 2

Question
1) sometimes when I turn on my headlights my wipers come on (2000 chrysler neon)
2)how hard is the fuel filter to change for a novice mechanic (2000 chrysler neon)

the wiper wires are shorting out the curnet is going accross the wires and only the hot wires which are red will have to be checke dfor a bade spot . and the gas filter is a easy fix it is under the right side of the frame rail of the car close to the tank just gose clamps please rate my serivice pete
