Dodge Repair: dodge van problems, ballast resistor, advance auto parts

Question
I have a 1984 Dodge van with a new 318 engine, alternator, radiator, starter, voltage regulator, battery, water pump, even gas tank.
Van was not wanting to start, someone told me to drill holes in catalytic converter, that helped but now the van will start but once it gets warmed up and is turned off, it won't start. Engine turns until battery dies.
There are 3 boxes on the firewall, two have something oozing out of the bottom of them but the van has run all this time with that. The ballast resistor, ECU, was warm to the touch and within just a couple of minutes was too hot to touch. What would cause this? Do these things go bad? The Dodge dealership said they don't even carry that item, but can special order it. Could that be my problem?
I am very frustrated, I now have too much invested in this van to get rid of it and get something else to work out of. If I could solve this problem, the truck would be a great truck!
Thanks for any input.
