Ford Repair: rough idle, vacuum line, valave

My 2001 windstar is idiling rough.  No codes I Have changed the coil pack, plugs , and wires.  Been told to clean the EGR valve.  I found some kind of metal tubing coming out of it, what does this go to?

the metal tubing goes from the egr to the rear exhaust manifold. the rough idle can be caused by multiple concerns but i think we can work through it. if you  have located the egr valave. there should be a vacuum line going to it, disconnect this and let me know if it changes anything, also- is your check engine light on ???
