Ford Repair: FUEL SAVER CHIP, performance chips, fuel consumption

Question
I recently bought a DVM-EP93 performance chip and hooked it up to the IAT sensor of my 98 Ford E350.It had just two wires that connected to the two wire on the IAT sensor. It does not seem like it would do much, but i thought i would try it anyway.
I have not notice any difference.
Are these performance chip all they say they are or is it just a scam? I would also like to know if there is any harm that can be done to vehicle by using one of these performance chips.
What do you think of these things?
The one i used was bought on EBAY. Just put in the search bar
<  Ford E350 fuel saver >  and that will show you the one i got.

............and the how to.............

Answer
Pete,  I really cannot comments on your question specifically. However, the fuel saving steps are very simple and don't need a chip to do so.  Keep in mind, that today's cars are computerized to optimize fuel consumption.  With that, I would recommend to do the basic, drive slower, make sure that your tires are properly inflated and your car maintenance are upto date.  Thanks!
