Ford Repair: Explorer wont start sometimes..., flood mode, fuse panel

We have a 2002 Ford Explorer.  For some reason that we cannot understand the car will be running fine, we'll turn off the engine normally for just a short time (5 minutes up to an hour) and then when we go back to start it then it won't start.  It will sound like it wants to start but just not do that final fire up.  No matter what we do it won't start.  Hold the pedal to floor and try, nope.  Don't put foot on gas, nope.  Nothing!  Wait 3+ hours until it cools and sits for a long time and it will start right up.  We have taken it to multiple mechanics including dealerships and they hook it up to diagnostics only to find nothing at all wrong.  It happened multiple times last spring and summer.  Then didn't notice anything in the cool weather.  But over the last 4 weeks or so it has happened 5 times.  Mostly during hot days or rainy/high pressure days.  Due to all that it just sounds like the old Vapor Lock issue.  I know that isn't logical but have read that it isn't impossible.  Can you help?  We were hoping to hold out three more months until other car is paid off before incurring another car payment but this is the car the kids are driven around in.

i am not at home this weekend-i can research is some early next week but
if it is intermittent it can be hard to find-next time listen closely and see if you can hear fuel pump hum for about 2-3 seconds when you first turn key on if not you know it is fuel related and it won't set a code more than likely-had a lot of problems with connections in fuse panel under hood loosing connections at fuel pump or computer relays next time have someone wiggle relays in box while trying to start-and holding pedal all the way to floor will keep it from starting it is called clear flood mode programed to turn off injector to clear gas of off flood plugs-so you can try to partially push pedal if it starts then it is iac or tps. good luck.
