Ford Repair: windshield washer wont pump, ford explorer xls, rubber mountings

QUESTION: I have a 2000 Ford Explorer xls and neither the front nor rear windshield washer will pump water on the windshield.  I found this post  http://en.allexperts.com/q/Ford-Repair-811/f_4321885.htm  on this website and it sounds like it would possibly fix my problem but we can't get the little black box open under the air filter...what is the secret?  Should we undo the the air filter or what?  My husband and I both are at a loss here.  We have already replaced the pump twice and blown out all lines twice and poked in the holes where the water should spray out of.  This is why I suspect it is the relay problem, what do you think and how do we actually do what ever it is we need to do.  Thanks for any and all help.

ANSWER: if it is a round breather just disconnect hose on end and pull up it is held by rubber mountings-if it is rectangular remove top section and there will be bolts in bottom under air filter or two brackets on side.

QUESTION: I'm assuming you do think it's the relay in the box under the air filter...right?  And, it's the weirdest air filter I've ever seen, there's nothing round about it.

not really under the air filter usually it is to the rear of fender closer to windshield than to front-and the washer pump relay shows to be in this relay box and oblong box and usually says pull on one end if you have a digital camera take a picture of that side of engine area and email it to mandaautomotive@windstream.net and let me look at it and i will get back to u. thanks mark.
