Ford Repair: Sticky ignition, graphite powder, rack kit

Question
I have a 1991 Ford F150 with a 5.0 L engine. I live in Iowa and when the weather turns cold (about 35 degrees and colder) the ignition  gets hard to turn. The colder it gets the harder it gets to turn. When I turn the ignition I have to physically turn it back or the starter will just keep spinning. Thank you for your help.

Answer
the rack kit in column has grease on it must be getting thick-but also the rack kit will break and also cause these symptoms i would have the rack kit replaced and instead of grease have them use dry graphite powder and plenty of it-this requires a partial disassembly of steering column so have someone with experience do this repair. good luck.
