first what kind of vehicle are you driving year/make/model
if it is a truck do you pull a trailer with it if so possible bad wire from hitch area if not do you see any moisture in the lenses of the lights could be internal shorting-if it is a general motors vehicle pull rear light assemblies out and see if they are burnt anywhere the lights plug in. it don't sound like a bad ground but more like a wire shorting to ground-and even though i don't work at a tirestore or partshouse i think it is unfair for you to expect them to help much with this problem-the job of a parts supplier is to sell correct parts when they are asked for not diagnose the problem with the vehicle although they are very knowledgeble-tire store usually do tires/brakes/trans services your quicker and easier money repairs-electrical problems although it may sound like it should be a simple repair to you may actually be harder to find the short than repair it. good luck.
