Ford Repair: fuel spewing from carb, barrel carburetor, mechanic work


Question
1977 F-250.  400 engine.  Truck 'acts' like it is flooding.  It turns over but will not run correctly.  2 barrel carburetor was removed and cleaned.  When trying to start, fuel is spewing up out of the carburetor...out of the barrels.  

I'm asking for my husband.  He does most of his own mechanic work, but this has him stumped.

it is flooding if gas is coming from top-why was it cleaned to begin with?
sunk or stuck float/needle and seat stuck-trash hung in wrong place if an electric pump has been installed could be to pressure pushing needle off of seat.check ball missing.

you can actually run most ford 2bbls with top off and check float be careful as one spark can start fire though.

any possibility it jumped time that would cause gas to spray up when cranking-loosen distributor and move slightly first clockwise if no results try counterclockwise only about and inch though.
