Ford Repair: ford explorer not starting, dpfe, tank lining

95' ford explorer xlt 4 door 2wd. 4.0 v6 pushrod. bought it with 10 month old gas in it and ended up relining tank, replacing pump, filter, injectors, dpfe, and all intake gaskets. worked fine for 1 year. mileage went to crap recently and had cut off while driving at low speeds twice recently as well. dropped tank, lining had come off, tank rusted again, sock was black and filter poured out black sludge. just replaced tank, new pump, and filter. cranked up and died after 10 minutes. cranked up and ran to gas station, got gas, cranked up and idled for a few minutes. died and hasn't started again in 2 days. full pressure at filter and at fuel rail. regulator blows out fuel with key on. spark plugs are firing. The car just turns and turns. I also tried bypassing the fuel shut-down switch with no luck. With spark and fuel, how can it not start?

when you say regulator blows out fuel with key on. you do mean from the schrader valve and not the vacuum hose port i hope-most likely thing i would look at would be fuel pressure first key on engine off or engine cranking you should have around 40lbs pressure-if you do then i would be suspicious of the injectors although they are new i would be worried about what got in them during the time it was running if the screens in top of the injector gets clogged or the fuel rail rust enough fuel can't get through the injectors no matter how much pressure you have-so if your pressure is good look toward the injectors.
