Ford Repair: 2002 F150 noise under steering wheel, fuse box, steering wheel

Hello.  I have a 2002 F-150.  I have this slight clicking noise, with the key on/engine off.  The noise seems to be coming from just under the steering wheel, behind that plastic panel.  Maybe a bit to the passenger side.  Also, every couple days my battery is dead.  I have a good battery, and alternator.  I've had them both tested.  My battery is an Optima Yellow Top.  As soon as the truck is started, the noise goes away.  I'm kinda lost as to what to even do.  I can't see anything arcing, but it sounds almost like a relay click anyway.  Any help would be appreciated.  Thanks.

Hello Jeff, There is a GEM Module that has intergrated relays in it for your accessories, Check to make sure there not any water getting into the fuse box, the Module is mounted on the back side. If you see any wetness it is probaly coming from the windshield, Have seen this before. Hope this helps Thanks Tony
