Ford Repair: 95 ford windstar seiezed motor?, ford windstar, laws of physics

I have a 95 Ford Windstar that I bought off a guy in the early fall of '07 When I got it, it did not start at all. The guy told me that he had gotten it from someone who had parked it because it needed a fuel pump, it sat for several years at his place. So the guy I got it from said that he had tried to start it, it would turn over, but it wouldn't start so he gave up and was going to junk it. So when I tried to start it again a few weeks ago it did nothing. Wouldn't turn over at all not even a click from the starter. I took it to a shop that rebuilds starters and he tested it, said it wasn't totally dead, it was weak, but he thinks it still should have started the van. He rebuilt it anyway, I brought it home, installed it, and it clicks, but won't turn over the engine. When I asked a friend of mine he said that it sounds as if the motor is seized. He told me to try and crank it by hand. I did with a regular ratchet, with no luck. So my questions are, 1. Does this sound like a seized engine? and 2. If it is seized what else can I do to free it? A regular ratchet probably isn't going to cut it.A breaker bar is required.Other options are taking out the spark plugs and spraying penetrating oil or the favorite use would be transmission fluid.Remember to use the laws of physics to aid you when trying to turn the engine with a breaker bar.The more leverage that you have,the better chance that you will have of getting it to turn.
