Ford Repair: gas gage reads empty, feminine product, filler neck

I have a cougar 2006, the gas gage reads empty and it should be due to the mileage and the last time I filled up. However I can only put $2.00 of gas in before it starts to overflow. Do you know what is causing this?

A couple of things could have happened.The rubber filler neck hose is obstructed or kinked.Vandalism is one thing to look at.Vandals have been known to insert a certain feminine product in there to cause those exact symptoms.Sometimes,cars are also picky about the angle the gas is put in at.Monkey with the gas pump nozzle a little bit.
