Answer
Ken-

The labor itself should run between $300-$400 or so.  How much they charge for parts will differ between shops, so it's always a good idea to call ahead for prices.  The problem with those springs is that they're prone to rusting through and breaking suddenly, sometimes puncturing the tire.  Ford's fix was a metal sleeve that didn't stop it from breaking, but protected the tire (aren't band-aid fixes great?).  But new springs shouldn't have this problem.  Also, the springs themselves shouldn't effect your tire wear (at least not directly).  It's a good idea to swap the springs, but it probably won't effect your tires.  Hope this helps.
