Ford Repair: 1996 Ford Taurus, power windows/locks all non-funtional, fuse boxes, ford taurus

I have a '96 Ford Taurus, that I just bought recently and all of the power windows/locks do not work, neither does the radio.  The previous owner said it was a problem with a wire located under the dash, and we cannot find the wire he is talking about.  We have checked ALL fuses related to this problem, and are at a wits end to an electrical problem! Any suggestions or help on this would greatly be appreciated!

The power windows and locks on your car are all controlled by a small computerized module called a "GEM".  It is possible that this module has stopped working or there could be a wire problem. Unfortunately, there are dozens of wires that make this system work (or not work).  Keep in mind that there are 2 fuse boxes on your car, one under the hood and one just above the brake pedal under the dash.  It may be necessary to take the car to a reputable shop to have the wiring diagnosed, as there are far too many circuits to diagnose without actually seeing the car.
