Ford Repair: 2004 Police Interceptor, fuel pressure regulator, police interceptor

I am working on a 2004 Crown Vic Police car.  Runs good when cold, when you turn on ac and car idles for a while or when driven for a while it starts to bog and stumble.  Symptoms are similar to that of clogged convertors but without the hissing sound of the exhaust escaping from places it shouldn't and there is still plenty of exhaust volume out the tail pipes.  I get an intermittent SE light however, the light doesn't stay on.  It flashes for a while then goes out.  The harder you push on the gas the more it boggs, almost to the point of dyeing out.  Can only get about 30 mph or so out of it when acting up.  I was thinking a fuel pressure problem.  Any Ideas?  Is this an OBD II car?  Havent tested FP yet, dont have the right adaptor for the guage.

  Yeah...I'd start with the fuel pressure regulator once you get the adapter for the gauge.  It sounds like the regulator may be working at idle but not when load is applied to the engine (either by the throttle or the A/C).  Another problem could be a vacuum leak, but that could also tie in with the regulator having issues.  I'd say a fuel pressure problem is your best bet.  Oh...and yes, I believe the car is an OBD-II vehicle.  Hope this helps.
