Ford Repair: NO BRAKE LITES!, ford explorer xlt, dash area

I Just Bought a 1999 Ford Explorer XLT with a 6cyl SOHC. it has 155k miles but is in excelent condition. I have just learned that the lower BRAKE LITES dont work. But the top center lite above the back window does work when the brakes are applied. The Bulbs are good and I can find no fuses bad. It Does have the Trailer Package in the XLT but I have not used it and it does not seem to ever have been used. Please Help!!!

All the brake lights are on the same fuse circuit, and the lights are the only single items that might be a problem, especially if the high stop light works. I suggest new bulbs even tho they may LOOK ok. Have replaced many bulbs that looked ok, but did not work. Most will have a slight tint to on the bulb, kinda dark or grey, if they are bad.

Otherwise there is one connector in the left dash area, but haven't seen problems there. If you have a 12 volt test light you can check the voltage at the bulb socket, while someone pushes the brake pedal.
