Ford Repair: 1990 Ford Escort Wont Start, starter solenoid, driving in the rain

I have a 1990 Ford Escort and when it's raining outside the car won't turn over.  I had a diagnosis check done and the only thing they found that I needed was a fuel relay switch and that was replaced.  During nice/dry weather it will start up with no problem.

I have to say that is an interesting car you have. I guess it doesn't like driving in the rain.  Just to clarify "won't turn over" the engine will not crank at all correct?  Do you still get dash lights etc? Does the car have an alarm system?  I guess I would try to duplicate the problem maybe by spraying the engine down with a garden hose and try to start it. If it acts up then use a test light or good DMM to test for power into the starter solenoid from the ignition switch. Also, be sure to test it loaded or with the key in the start position.
