Ford Repair: brakes, brake light switch, whay

Hello,
When i first start 1999 contour before it is completly warm  my brakes are very hard and do not stop as they should. Now when car if off and you press on brakes there is clicking noise near emergency brake. whay is this happening?

Check to see if your brake lights flicker with the solenoid clicking in your console. There is safety solenoid in the console which won't let you shift out of park until pressing the brake pedal. That solenoid uses power from the brake light switch to activate it.  If the brake light switch is bad it can cause strange things like that to happen.
