Ford Repair: Engine surging, fuel pressure gage, fuel pressure gauge

1998 Ford Escort 2.0.Engine starts to surge upon reaching speed around 40-45 mph,intermitenently. Engine planes out smoothly if continue to accelerate or deaccelerate.Have release fuel pressure on fuel rail and apply fuel pressure gauge with key just on,only gets to 5-7 psi.With engine running,gauge reads 32-35 psi.Looking at possibilities of weak fuel pump or pressure regulator.Filter relaced about 3000 miles ago.

tape that fuel pressure gage to the window and take your car for a drive.  When the vehicle starts to surge watch the fuel pressure. It should stay around 35 to 40psi.

Also, You may want to check your oxygen sensor. I have seen them switch slowly enough to cause a noticeable surge.
