Ford Repair: A/C, compressor clutch, freon

I have a 1998 Escort ZX2 and the compressor clutch will not engage.  I try to charge the system via the low side and its taking 45 lbs but the compressor is not cycling.  ideas?  thanks, Brett

This system will not hold 45 lbs of freon. Are you sure you know what you are doing?

The first thing to check is voltage getting to the compressor clutch. If there is no voltage there you can add all the freon you can find and the compressor will not turn on. Some systems have a high pressure switch so if you are able to put in too much freon or the pressure gets to high,  it could keep the compressor from working.
