Ford Repair: Parking brake adjustment, rear shoes, brake shoes

How can I adjust the Parking  brake on my 2000 Ford Windstar. I have just replaced the rear brake shoes. I adjusted them just enough to not allow the rotor spin freely when turned by hand.  Now the parking brake handle comes all the way up and the the brakes are not holding. I checked under the boot at the bottom of the parking brake handle and saw no adjustment there. I also checked underneath and saw a cable that hangs over the fuel tank then splits to each rear brake but saw no adjustment there  When I park on a grade the transmission brake is doing all the work  and I know that is not good. Please advise.

You need to adjust the rear shoes so they just start to drag on the drum, from that point the park brake should self-adjust. Provided you put all the parts back in, including the brake shoe adjusting screw, there is a rubber plug on back of the backing plate, pull this plug out to adjust the brake shoes.
