Ford Repair: 1994 Tempo starter problem, amp meter, starter problem

My car is a 94 Tempo, V6, and the thing is having intermittent starter trouble.  It began a few weeks ago.  I would turn the key, the starter would engage, but turn slowly, then it would pick up the pace and the engine would fire and run fine.  It did this a few times, then it finally quit.  Turn the key and it just clicks.  Had the battery tested, fine.  It has a 2 year-old starter, I saw corrosion on the solenoid so I replaced it.  The (I think) ground off the solenoid broke in my hands when I was removing it, so I replaced that.  Once all was said and done, I put everything back together, and tried to start it up, it hesitated, then fired as normal.  I turned it off and on a few more times, all fine; only one hesitation.  Then I backed it into the garage, turned it off, and tried one more time....click click click.  Dang it!  Well, at least this time I don't have to get it towed again.  Any thoughts?  I'm wondering about the starter relay, is there a way I could test it?  The Chilton's manual isn't too helpful on this matter.

Hello and thanks for the question...I'll try to help.
What I would suggest is that you check for voltage at the battery cable going to the starter from the solenoid. Have a helper try to start the engine and check.......use a volt meter. This is NOT an amp meter.....but you'll have an idea IF voltage is getting to the starter.
Next...I would suggest that you remove the starter and have that checked at a shop......you might have excessive resistance causing your problem ......in the starter.
