Ford Repair: Fuel System Electrical, ford winstar, rear crossmember

!995 Ford Winstar w/3.8L V-6 Auto Trans. A/C 102,000 mi. Fuel pump won't run. I have checked power supply from fuse to wire harness coupling at rear crossmember and have power there. I was told that while having the meter on the hot & neutral turn ignition on and I should see power to the fuel pump for 3 to 5 seconds and then it will go off. This did not happen. I have an uninterupted supply of power. The wires checked are the Pink and Black wires supplying the pump. Next I checked the tank side of the wiring harness to the pump for continuity. All good. I hooked the wiring coupling together and turned on the ignition and checked for power at the fuel pump and got nothing. Could this be a fuel pump relay problem? Also I pulled the fuel pump out and checked it at the battery and it works fine. Any insight you could give would be greatly appreciated. Thank you.

Hello and thanks for the question...I'll try to help.
Since you have tested the fuel pump and wiring back to the pump.....the problem now becomes electrical. It very well could be the relay or ECM. I would suggest that you have the computer system checked for fault codes also.
